Dr. Oliver Meza es Profesor Investigador en la Escuela de Ciencias Sociales y Gobierno del Tecnologico de Monterrey. Es doctor en Políticas Públicas por el CIDE, maestro en Administración y Políticas Públicas por la London School of Economics (LSE) y licenciado en Relaciones Internacionales por el ITESO. Fue visiting scholar en la Lyndon B. Johnson School of Public Affairs de la Universidad de Texas en Austin.Su agenda de investigación se centra en los procesos de política pública, la gobernanza subnacional y el estudio de la corrupción sistémica, con especial énfasis en los equilibrios institucionales, la capacidad estatal y las dinámicas de poder en contextos multinivel. Ha dirigido proyectos financiados a nivel nacional e internacional sobre corrupción municipal y cooperación metropolitana. Recientemente ha iniciado un proyecto de investigación sobre Inteligencia Artificial y las capacidades institucionales necesarias para su implementación sostenible, ética y efectiva en los sectores de Justicia y Salud.Cuenta con más de 30 publicaciones en revistas científicas de prestigio nacional e internacional. Entre sus trabajos más recientes destacan el libro The Structure of Systemic Corruption (Springer) y el artículo Power Unleashed: Theorizing a Weak Ecology of Checks and Balances and Its Consequences, publicado en Regulation & Governance. En 2020, el Dr. Meza recibió el Premio de Investigación en Ciencias Sociales otorgado por la Academia Mexicana de Ciencias.
